   II.1.4)Kurze Beschreibung:
   The GIZ Global Programme Soil Protection and Rehabilitation (ProSoil)
   supports the implementation of sustainable soil protection and
   rehabilitation in 7 partner countries. The programme works in Benin,
   Burkina Faso, Ethiopia, India, Kenia, Madagascar and Tunisia. The
   strategic focus of the programme is the implementation of proven
   approaches for soil protection and rehabilitation of degraded soils
   paired with improving the socio-economic and political framework
   conditions. This allows for archiving impact at scale. An additional
   focus of the programme is to support partners to link and politically
   evaluate learning experiences and integrate them into national and
   intranational exchanges.
   Component 4 is implemented from 01/2020 until 12/2022. It aims to
   improve the climate effectiveness of soil protection and rehabilitation
   techniques and management approaches in selected agro-ecological zones.
   Therefore, pilot activities will be carried out to improve the evidence
   of climate effectiveness as well as the climate effectiveness itself of
   selected sustainable land management practices like biochar
   application.
   To assess the adaptation and mitigation effects and potential of the
   overall programme, a climate monitoring system will be operationalized
   in all eight country packages. The climate monitoring system was
   developed by the programme and consists of an adaptation and a
   mitigation component.
   The climate monitoring system is additional to the existing impact
   monitoring (further referred to as M&E) system of ProSoil. Both systems
   are closely connected. Most data inputs which will be used for
   modelling the mitigation effects will be generated through ongoing M&E
   activities in context of the impact monitoring. Results from the
   climate monitoring system will be fed into reporting and communication
   to the commissioning party, the political partners and the public. The
   operationalization of the climate monitoring system will be carried out
   in close coordination with the respective M&E focal points in the
   steering unit and the country packages as well as external consultants,
   who support the M&E activities. Prospectively the climate monitoring
   tool will be integrated into a digital M&E application, which will be
   developed for ProSoil.
   The Sectoral Project Soil Protection, Desertification, Sustainable
   Land management (SV BoDeN+) has been commissioned to implement a
   climate component with focus on soil organic carbon (SOC)
   sequestration. The general purpose of the climate component is, to
   disseminate and scale up successful approaches internationally through
   exchange, for example within the context of the Global Soil Partnership
   (GSP), Global Soil Week (GSW), relevant conferences of the parties to
   the UN conventions and international trade fairs and specialist events,
   as well as through regular BMZ sector consulting.
   SV BoDeN+ climate component supports partners in piloting and
   consolidating approaches, which increase the intake of organic carbon
   carriers (e.g. biochar) into soils. One major focus aims to provide
   proof of concept on scaling up experiences made using climate
   certification of soil protection measures to access the voluntary
   emissions trading markets to promote the intake of carbon carriers into
   soils.
   SV BoDeN+ aims to show how climate impacts of typical soil protection
   measures can be made marketable by certification for the voluntary
   carbon market. Experiences gained during related pilot measures are
   processed, co-benefits between mitigation and adaptation are clarified
   and their effects are presented in an evidence-based manner. Analysis
   of technical, institutional and economic success factors and framework
   conditions will derive information on replicability and scalability of
   approaches. The related output of the program reads as follows:
   Replicable approaches for the certification of climate impacts of soil
   protection are available.

   Both projects are looking for experts with long experience in:
    developing climate certification systems for the voluntary carbon
   market relevant to Kenya, Burkina Faso and Madagascar, taking
   responsibility to implement a module objective indicator (the climate
   impact (mitigation and adaptation) of soil protection measures has been
   certified for a further 30 000 ha in Kenya according to the Verified
   Carbon Standard.) and related output indicators,
    operationalizing a qualitative and quantitative tracking of
   contributions by soil protection and rehabilitation to climate change
   adaptation and GHG reduction (focus on the mitigation component of the
   climate monitoring system).
   These experts are expected to perform the following tasks:
    key tasks (main focus for the first months of the assignment) include
   amongst others:
    working package I (WP I)  support the operationalization of the
   mitigation component of the climate monitoring system in the 8 country
   packages of ProSoil
    assuring and improving the technical functionality of the climate
   monitoring tool and the underlying models in accordance with
   international standards;
    supporting the data generation, data processing and handling in the
   country packages;
    providing further need-based advice to country packages and the
   steering unit of ProSoil.
    working package II (WP II)  climate certification of one ProSoil
   country package to access voluntary carbon market
    certification of climate impact of soil protection measures
    coordination of capacity development activities to secure a
   long-lasting sustainable certification scheme
    identify buyers for carbon credits and prepare contractual
   arrangements
    further develop VCS methods and standards
    preparation of feasibility studies for carbon certification schemes
   in Burkina Faso and Madagascar.
   The period of implementation for this assignment will be from December
   2020 until September 2022 (WP I) respectively until March 2023 (WP II).
   For WP II the contractor will scope and assess the situation in Kenya
   to select and enable an intermediary organization to secure the
   long-term functionality of a carbon certification system in Kenya,
   which the contractor will set up.
   Current restrictions due to the Covid-19 pandemic may have strong
   influence on the implementation. Therefore, GIZ expects flexibility of
   contractors in connection to travel restrictions.
