   II.1.4)Kurze Beschreibung:
   This Multi-Donor Action title "Entrepreneurship for Sustainable
   Economic Development and Employment in Jordan (E4DE)" is jointly
   co-financed by the European Union and the German Federal Ministry for
   Economic Cooperation and Development (BMZ) and implemented by GIZ. The
   Joint Action aims to strengthen the employment potential through
   entrepreneurship in Jordan in 4 governorates, with focus on women,
   refugees and policy monitoring and evaluation. Geographical areas of
   the Joint Action are the governorates of Jerash and Mafraq in the North
   and Aqaba and Karak in the South.
   The Specific Objectives (outcome) of the Joint Action (related to EU
   action document) are: 1) The business environment for private sector
   growth is improved; 2) Entrepreneurship capacities are strengthened,
   and opportunities increased; 3) Employment opportunities for Jordanian
   and refugee (including Syrian) job seekers are increased.
   The Joint Action has following three outputs:
   Output 1: Human resource and planning capacity of public and private
   ecosystem stakeholders for designing support measures for entrepreneurs
   is strengthened.
   Output 2: Ecosystems for supporting entrepreneurs and business in the
   governorates are strengthened.
   Output 3: Entrepreneurs make greater use of markets and business
   potential in the governorates.
   Output 1 aims to strengthen the human and planning capacities of public
   and private ecosystem actors to design support measures for
   entrepreneurship. Under the implementation plans of the
   Entrepreneurship Policy adopted in 2021, entrepreneurs will have access
   to new information, advisory or intermediary services as well as
   administrative facilitation for entrepreneurship.
   Output 2 aims to strengthen ecosystems for entrepreneurship promotion
   in the governorates to improve and coordinate the supply structure of
   entrepreneurship support services. The central approach of the Joint
   Action is to provide organisational and advisory support for the
   sustainable establishment of entrepreneurship promotion networks or the
   expansion of existing networks.
   Output 3 aims to make greater use of market and business potentials in
   governorates for entrepreneurship. In particular, new ideas for
   business start-ups as well as ideas for the diversification of existing
   entrepreneurs (up to 4 years after start-up) are developed and
   implemented, which are geared towards sales potentials and priority
   sectors of the governorates. Ideas in the area of green business or
   those that use digital technologies or business models will be given
   special consideration.
   The GIZ-implemented project entitled "Entrepreneurship for Sustainable
   Economic Development and Employment in Jordan (E4DE)" is looking for
   qualified international firms to submit their bid for the following
   assignment.

   The contractor contributes to the target indicators, outputs and output
   indicators described in this document through deployment of short-term
   experts (national, regional and international expertise) until end of
   the contract period.
   Target indicators
   - 313 people, 103 of them women, are self-employed or in a new job as a
   result of the project"s support for start-ups
   - 150 out of 250 entrepreneurs in the post-formation phase who have
   successfully completed training and coaching courses, 50 of them
   companies managed by women, confirm an increase in the growth potential
   of their company in 2 of 7 categories
   - 4 measures in the Jordan Entrepreneurship Policy to support growth
   and employment-oriented start-ups were implemented in participation
   with the ecosystem of partner institutions
   Output 1: Human resource and planning capacity of public and private
   ecosystem stakeholders for designing support measures for entrepreneurs
   is strengthened: 41% in overall project, for this contract 63%
   Output indicators:
   - A Monitoring and Evaluation (M&E) system to support effective
   implementation of the general entrepreneurship policy is in place and
   operational.
   - 1 Public-to-Public and 1 Public-to-Private dialogue format to support
   the implementation of entrepreneurship policies are designed,
   structured, and implemented
   - 1 new sectoral or cross-cutting start-up policy reform is developed
   with ecosystem actors
   - 80% of 400 employees, 50% of whom are women, of the political partner
   and other relevant ministries, agencies and private ecosystem actors
   who have received entrepreneurship training confirm an improvement in
   their ability to design support measures for start-ups
   Output 2: Ecosystems for supporting entrepreneurs and business in the
   governorates are strengthened: 26% in overall project, for this
   contract 25%
   Output indicators:
   - 4 governorate start-up and business promotion networks, one of them
   for the empowerment of women, are operational in the governorates
   - 6 start-up support services, 2 of which for women-owned and/or
   women-led businesses, are new or further developed on the basis of
   cooperation between governorate ecosystem stakeholders and national or
   international stakeholders
   Output 3: Entrepreneurs make greater use of markets and business
   potential in the governorates: 31% in overall project, for this
   contract 12%
   Output indicators:
   - 94 business ideas, of which 31 are initiated by women and 19 in the
   area of Green Business and Social Entrepreneurship, based on market and
   business potential in selected sectors in the governorates were
   implemented in pilot projects
   - 375 companies in the start-up and post-start-up phase confirm with
   practical examples that the newly gained knowledge from support
   services has been put into practice as part of regional initiatives and
   private sector involvement
   This assignment consists of
   - assisting the project team in administrative and HR processes,
   including hiring and contracting experts with
   international/regional/national expertise.
   - developing and maintaining a pool of qualified short-term experts
   with international/regional/national expertise, ensuring legal
   compliance, facilitating communication, monitoring performance, and
   upholding ethical standards
   - Integrating experts with international/regional/national expertise
   within the project's existing structure to foster collaboration,
   synergy, and shared responsibility, leading to enhanced project
   outcomes.
   - And,
   - Contributing to the project's target indicators and outputs through
   the deployment of short-term experts with
   international/regional/national expertise.
